Mohali Land Scam Case: ED Questions IAS Officer Kanwal Preet Brar

Mohali, August 18, 2026: Punjab-cadre IAS officer Kanwal Preet Brar appeared before the Enforcement Directorate (ED) in Jalandhar on Tuesday in connection with the agency’s ongoing money-laundering investigation linked to the Suntec City project in Mohali.

According to The Tribune, Preet Brar reached the ED office at around 10:25 am with the documents. The agency is expected to question her about the processing and approval of modified Change of Land Use (CLU) permissions during her tenure as Director, Town and Country Planning in 2024.

What is the Mohali land case?

The investigation relates to alleged irregularities surrounding land and CLU permissions for the Suntec City project in Mohali. The underlying complaint was filed in 2020 by Karamjit Singh, a landowner from Palheri village.

The complaint alleged that promoters had used forged the consent documents relating to his land and the land of several other farmers. Following a police investigation, an FIR was registered at Mullanpur police station in November 2022. The case subsequently became the basis for the ED’s money-laundering probe.

Why has Kanwal Preet Brar been questioned?

The ED is examining how CLU applications connected with the project were processed and whether the required verification and due diligence were followed before permissions were granted.

Brar served as Director, Town and Country Planning in 2024, the period relevant to the approvals under inspection. Reports indicate that investigators are particularly interested in the verification of landowners’ consent and the official records connected with the CLU process.

Being summoned or questioned by the ED does not mean that a person is guilty of any crime. The investigation is ongoing, and any allegations against individuals will have to be established through the legal and judicial process.

ED investigation widens

The probe has reportedly expanded beyond the project’s promoters to include officials and records associated with the Greater Mohali Area Development Authority (GMADA), the Housing Department and the Town and Country Planning authorities.

The ED has also examined CLU records connected with Suntec City and other projects. Earlier searches were conducted at multiple locations in Mohali and Chandigarh as part of the investigation.
